Crazy Bear and Ragged Staff - Spugs

I found these via the Two Hour Wargames Site so it seemed appropriate to start using them in Two Hour Wargames games. Of course Ed hadn't actually written them so I grabbed hold of a copy of Nuts! (his World War II game) read a couple of fifties novels and got stuck in.
